Nick Perkins explains. “Powered doors, gates and barriers are covered by machinery safety legislation that regulates how safe they must be when they are placed on the market,” explains Nick. “In the UK, this is dealt with by the Supply of Machinery (Safety) Regulations, whilst in the Republic of Ireland it is the European Communities Machinery Regulations and in both cases, they implement the requirements of the EU machinery Directive into national criminal law.” These Regulations require that machinery must (in the first instance) be subject to safe design so that hazards are either eliminated or made inaccessible, rather than be controlled by more dynamic safety systems and devices. This means that the use of safety distances, guards, and other enclosures should be the first priority when making moving parts safe. Powered industrial & garage doors, vehicle gates, and traffic barriers are covered by EN 12453:2017+A1:2021. This standard is harmonised under the Machinery Directive which means that the use of the standard can confer a legal presumption of conformity on the manufacturer, and also goes to describe the minimum level of safety acceptable for compliance; referred to in machinery safety law as state-of-the-art. “Where safe distances are concerned, the standard requires that all moving parts related hazards are made safe in a safe zone that extends from ground level, or any other permanent access level, to 2.5 metres; all reachable hazards,” continues Nick. “For safe distances to protect injury to body parts in reducing gaps, the standard calls up EN 349, a universal machine guarding standard used in a very wide range of machinery types, not just doors and gates.” Where a guard is proposed to prevent access to moving parts, EN 12453 calls up another universal machine guarding standard, EN ISO 13857. It is both preferable and relatively common to protect the run-back area of a sliding gate with an enclosure; indeed, it makes sense to do so, because there can be many hazards in this area. One common misunderstanding, however, is that although this looks much like a fence, it is, in fact, a machine guard. It must prevent climbing, so far as possible, protect against reaching through and limit the possibility of reaching over to potentially hazardous movement. “Whilst it may be visually pleasing and seem practical to match the perimeter fencing around the premises, this is rarely sufficient or safe,” concludes Nick. “Poorly designed and installed enclosures can generate additional hazards rather than prevent access to hazardous movement and great care is needed if the enclosure is to be both safe for people andcompliant to protect the legal obligations of the installing company, as well as satisfying the ongoing legal obligations of the owner or manager of the premises.” DHF TS 013-1 provides the necessary details to achieve safety and compliance, download a free copy from thedhf website: https://bit.ly/DHFTechnicalSpecifications Industry News 80% of our Advertisers choose our VIP Advertising Packages Our best-selling advertising option - aimed at regular advertisers in return for a minimum three issue commitment - offering inclusive editorial space and a fixed budget-friendly price.
